Record: ADR-130, all of it. target = "wasm32-unknown" with artifact = "c-library" makes <package>.wasm, <package>.js and <package>.d.ts from the same declarations; extern "wasm" is refused. The host takes buffers from <package>_alloc/_free; no set_allocator; a handle is an offset wrapped in a class with free(); a pausing entry point has only the callback form and the .js makes it a Promise with an AbortSignal for cancel, the module’s executor driven from the host’s event loop. wasm32-unknown is already a --target the compiler knows; what is missing is the artifact.

Order (§5): the target check with the two exports and the absent forms; the .js/.d.ts generator; the executor bridge and the Promise form; the library on a page, and the test in Node.
