Commit: project: settings and paths into Nikaia (P5a)
Body: Settings and Project stay Rust; the Nikaia side is free functions over ProjectWords and (root: fs::Path, variant: String?), no ProjectPaths struct. Host is a trait, ProjectSettingsHost { env_var, native_cpu } (SysrootHost’s precedent). Moved: resolve’s and from_env’s words (manifest read through a fn(key, default) callback), refutations, choose_cpu’s check and refusal, cpu_key, cpu_rustflags, as_env, the wrapper’s ten variable names (comptime, the Rust consts deleted), open’s two refusal texts, own_dir/build_dir/gen_dir/switches_path/ledger_path, switches_beside. Rust Settings::of parses what Nikaia checked, in the old order (symbol prefix, Build::parse, optimizations). Still Rust: root_tag, program_name, own_copy (lowering defect, see Found), trace (checker defect, see Found), optimize and open’s glue (they write Build, Manifest, Layout), entry (ENTRY), packages/members (already one-line forwards). No #909/#916 use.

Found: (1) a String returned by a trait method on a generic ref H, then viewed, lowers as a view of the parameters: fn tag[H: Hasher](seed: String, host: ref H) -> String { let hex = host.hex(seed); return hex.trim() } lowers fn tag<'r, H>(seed: &'r str, host: &'r H) -> &'r str (rustc: cannot return value referencing local hex); with host: ref Plain it is -> &'static str. (2) NK2605 although the value is closed by hand: fn closing() { let f = Flaky { name: "x" }; f.close() catch { println(f"{error}") } } with a Cleanup that throws is refused (the it test cleanup_points FLAKY lowers without the checker so it does not see it); also fs::open(..) catch { return } then file.close() catch {}
Needs: fix of both Found defects (views/tether lowering; check_crossings NK2605 after close), then root_tag, program_name, own_copy, trace move
